Our Access and Participation Plan

Our Access and Participation Plan sets out the meaningful and impactful steps we will take to promote equality of opportunity to enable everyone, irrespective of background, to enter and succeed in higher education if they have the potential and desire to do so. It is a regulatory requirement and is focused on priorities identified through research, analysis and consultation.

The plan touches on almost everything that we do: working with schools and colleges to support learners, how we go about teaching, what we teach, the diversity of our education and research communities, the quality of our student experience and the contribution we make to the local region.

What we are doing to address keys risks to equality of opportunity 

Interventions include improvements in institutional policy and practice; new course provision; collaboration with partners; increased financial support and a range of projects and individual activities aimed at mitigating specific risks to equal opportunity. These are included in five implementation strategies:

Our objectives

  1. We will increase the proportion of under-represented students from the South West who progress to higher education by working in partnership within our region to improve the knowledge and skills required.
  2. We will increase the proportion of entrants to the ¼ø»ÆÊ¦app who are currently least represented within our student population by addressing gaps in knowledge, skills, predicted grades and course choice.
  3. We will improve the continuation rates for students experiencing gaps in outcomes, particularly those who are mature, from a low socio-economic background, are disabled or have a mental health condition by alleviating non-academic barriers to learning and providing positive student experience.
  4. We will narrow degree awarding gaps for students experiencing gaps in outcomes, particularly ethnic minority students and students who are mature or from a low socio-economic background, by providing personalised academic support and providing an inclusive educational environment.
  5. We will eliminate the graduate outcomes gaps where they occur, particularly for students from low socio-economic backgrounds and disabled students, so they achieve a graduate level job or further study at the same rate as their peers by 28/29.

Our priorities

Our plan is based on areas where evidence shows the gap to equality of opportunity is biggest for specific student groups.

  • At Exeter, access is our biggest challenge. Students are less likely to come to Exeter if they are from low-income households, live in an area of low representation in higher education, are mature, or are Black or from a minority ethnic group.
  • The proportion of our students continuing into their second year, and completing their course, is generally good but there are gaps for mature students, those from a low-income household, care experienced students and those with a mental health condition.
  • Degree awarding gaps have narrowed in recent years but are persistent for Black and Asian students, mature students, and those from low-income households.
  • Progression is also generally good but gaps remain for low-income students, and those with disabilities and mental health conditions.

How will we measure progress?

  • We will measure progress against the 12 targets we have set ourselves to improve access, success and progression and report this annually.
  • We will evaluate each of the interventions within our Access and Participation Plan and publish the findings on our website.

Our fee limits

Like the rest of the HE sector we have set a five year Access and Participation Plan 2020/21 to 2024/25 with the HE regulator, the , to guide our work over the medium term. This ambitious plan clearly sets out our current context, our strategic aims and objectives, our approach to evaluation and the ten targets we have set to focus our efforts to widen participation and contribute to national Social Mobility ambitions by 2024/25.

Our ten targets have been selected because they are our biggest (statistical) ‘gaps’ in the rates of access, success and progression for target student groups when compared to their peers, or reflect national priorities. They therefore represent our biggest challenges for widening participation, which is why they are so important.

They are:

  • Access target 1. Ratio of entrants who are from POLAR4 Q1&2 v entrants from Q4&5 (target 1:3 from 1:4.7)
  • Access target 2. Ratio of entrants from the South West from POLAR4 Q1 v Q5 (target 1:1 from 1:1.5)
  • Access target 3. Percentage of entrants from IMD 1&2 and state school (target 13% from 11%)
  • Access target 4. Percentage of BAME entrants (target 15% from 10.1%)
  • Access target 5. Percentage of mature entrants (target 8% from 5.8%)
  • Success target 1. POLAR4 Q1 non-continuation gap v Q5 (target 2.5ppt from 4ppt)
  • Success target 2. Mature non-continuation gap v young (target 7.5ppt from 9ppt)
  • Success target 3. Black student’s attainment gap v White student’s attainment rates (target 12ppt from 20ppt)
  • Success target 4. Disabled students attainment gap v non-disabled student’s attainment rates (target 0.5ppt from 3ppt)
  • Progression target 1: Progression gap for students from the lowest household incomes (those students on our Access to Exeter bursary) v students from a high income background (target 1.5ppt from 3.1ppt)

In 2022 all HE Providers regulated by the Office for Students were required to make a Access and Participation Plan 20/23 variation and reflect new OfS . We have incorporated these priorities into our approach and our targets remain unchanged.

We have also developed an APP Executive Summary which will be of use to students, parents and advisors.

During 2023 we will develop and submit a new Access and Participation Plan to the OfS to cover years 2024-25 to 2027-28.
